New Orleans’ Commercial Short‑Term Rental (CSTR) permit framework, governed by the City’s Comprehensive Zoning Ordinance and Municipal Code, mandates noise monitoring as a condition of operation. Here’s what you need to know:

A noise monitor is a permit requirement


All CSTR holders must include a compliant noise monitoring device as part of a written noise abatement plan, submitted and approved in the permitting process.

New CSTR permits are effectively frozen


The City has effectively frozen or severely restricted new CSTR permit applications. Operators with existing permits control a scarce, hard‑to‑replace asset, and protecting it is critical.
