your permit can’t be easily replaced

Osaka shut the door on new Special Zone Minpaku permits in response to rising noise and nuisance complaints. Operators who hold a permit now control a scarce, hard‑to‑replicate asset. Minut helps you protect it.

What the law says

Osaka City halted all new Special Zone Minpaku applications from May 29, 2026, under Japan’s National Strategic Special Zones Act. Here’s what you need to know:

Noise complaints triggered the closure


Osaka recorded more than twice as many minpaku-related complaints in fiscal 2024 than the previous year, with noise a leading issue. The city responded by halting new Special Zone Minpaku applications.

Existing permits can still be revoked


Operators with existing permits can continue to operate, but noise or other serious disturbances can lead to the permit being revoked.

New permits are effectively gone


No new Special Zone Minpaku permits are being issued in Osaka City and 29 of the 34 municipalities in Osaka Prefecture. If you lose your permit, there is currently no clear path to replace it under this framework.
